Neighborhood Partnerships is a statewide 501(c)(3) nonprofit organization based in Portland, Oregon, that works at the intersection of program delivery and policy advocacy to expand housing opportunity and financial stability for low-income Oregonians. Founded in 1989 as a small fund providing grants to neighborhood-based organizations, it has grown into a major force in Oregon housing policy.¹

The organization is best known for convening the Oregon Housing Alliance, a coalition of more than 100 organizations that advances a shared state-level legislative agenda focused on affordable housing production, tenant protections, and homelessness prevention.² Neighborhood Partnerships also manages the Oregon Individual Development Account (IDA) Initiative, the largest matched savings program of its kind in the country, which helps low-income Oregonians save for homeownership, education, and small business development.³

• Affordable housing production: Advocates for increased state investment in the construction and preservation of affordable rental housing and homeownership opportunities.²
