CASA of Oregon
CASA of Oregon#
CASA of Oregon (Community and Shelter Assistance Corporation) is a 501(c)(3) nonprofit organization based in Sherwood, Oregon, specializing in the development of affordable housing, particularly in rural areas and for agricultural workers. Founded in 1988 in response to the housing needs of migrant, seasonal, and year-round farmworkers and their families, CASA has grown into a statewide organization serving a broad range of underserved populations.1
CASA is certified by the U.S. Treasury Department as a Community Development Financial Institution (CDFI) and operates a Community Loan Fund that provides predevelopment, construction, and permanent financing for affordable housing projects throughout Oregon.2 The organization partners with local community organizations to develop affordable housing for seniors, people with disabilities, veterans, farmworkers, BIPOC individuals, and low-income families.3
Through its Manufactured Housing Cooperative Development (MHCDC) program, CASA works with residents of manufactured home communities to purchase and transform their parks into resident-owned cooperatives, partnering with ROC USA to provide ongoing technical assistance for self-governance.4 CASA also administers Oregon’s largest network of Individual Development Accounts (IDAs), which provide matched savings to help low-income Oregonians achieve homeownership, higher education, and small business development.5
Policy Positions#
- Affordable housing funding: Supports increased state investment in affordable housing preservation and production, including bond funding through Oregon Housing and Community Services.6
- Farmworker housing tax credits: Advocates for expanding agriculture workforce housing tax credits to increase the supply of housing for farmworkers and agricultural workers.7
- Manufactured housing protections: Supports protections for manufactured home park residents, including tax credits for displaced residents when parks close and prohibitions on banning manufactured dwellings in planned communities.8
- Individual development accounts: Advocates for continued state funding and tax credit support for IDA programs that help low-income Oregonians build assets through matched savings.9
- Tenant protections: Supports policies that protect renter privacy and limit landlord disclosure of confidential tenant information.10
- Prevailing wage reform for affordable housing: Supports exempting affordable housing projects from prevailing wage requirements to reduce construction costs.11
- Homeownership programs: Supports shared-equity homeownership models and down payment assistance programs that expand access to homeownership for underserved communities.12
